An A-star pupil from south west London became a Satanist neo-Nazi terrorist after disappearing down "the rabbit hole of the internet", a court has heard.
The tier system was supposed to make things simple — replacing a patchwork of local lockdowns with a clear three-point ranking system. Areas of high infection would get the highest ranking: Tier 3. The next highest, Tier 2. And so on.
